Promoting the comprehensive upgrade of traditional power grids to smart grids

Currently, a new round of energy revolution is flourishing worldwide, and the global energy landscape is undergoing significant and profound changes. The focus of this round of global energy revolution is new energy, and the direction of the revolution is to promote a strategic transformation of energy development methods, adjust the energy structure, improve energy efficiency, and implement energy substitution. In recent years, China has made rapid progress in new energy grid connection, smart power distribution and utilization, electric vehicles, and the implementation of electricity substitution, with its overall technological level continuously improving, driving the innovative development of the power grid, and achieving remarkable achievements.

Firstly, it promotes the large-scale application of new energy. Accelerating the development of new energy and gradually reducing dependence on fossil fuels is an inevitable choice for humanity to cope with the increasingly prominent energy and environmental crises and achieve sustainable development.

In 2015, China's newly installed capacity of wind power and solar power both reached new highs. Wind power installed capacity ranked first in the world for the fourth consecutive year, and photovoltaic installed capacity surpassed Germany for the first time to become the world's largest, playing a crucial role in optimizing the energy structure and transforming green development, marking a new milestone in the history of China's new energy development.

As of June this year, my country's grid-connected wind power capacity reached 137 million kilowatts, and its grid-connected solar power capacity reached 63.04 million kilowatts. It is projected that by 2020, China's grid-connected wind power capacity will reach 250 million kilowatts, and its grid-connected solar power capacity will reach 150 million kilowatts.

Secondly, the construction of a smart distribution network that adapts to diverse user requirements is crucial. Open, interactive, and self-healing smart distribution is a vital component of smart grid construction, serving as an important platform for achieving reliable power supply, optimized energy resource allocation, two-way user interaction, and innovative service models.

In recent years, China has continuously increased investment in distribution network construction, established a technical standard system, and accelerated the integration and application of information technology. Significant progress has been made in smart distribution network construction, resulting in a substantial increase in power supply capacity and a continuous improvement in power quality. In key cities such as Beijing, Shanghai, and Shenzhen, the average outage time for users in core areas is less than 5 minutes, and the power supply reliability rate is among the internationally leading levels.

During the 13th Five-Year Plan period, my country planned to invest 1.7 trillion yuan in power distribution network construction. It is projected that by 2020, the power supply reliability rate in major cities nationwide will reach 99.99%, with an average annual power outage time of no more than one hour for users. In other urban areas, the power supply reliability rate will reach 99.88%, with an average annual power outage time of no more than 10 hours for users, ensuring rapid regional economic and social development.

Thirdly, it will promote the rapid development of electric vehicles. In recent years, the Chinese government has attached great importance to the development of electric vehicles and charging infrastructure. Power grid companies have also actively carried out the construction of charging facilities and the development of standards, continuously improving the operational level of charging facilities.

By the end of 2015, 3,600 charging and battery swapping stations and 49,000 public charging piles had been built nationwide. Nearly 400 fast charging stations had been built along eight expressways, including the Beijing-Shanghai, Beijing-Hong Kong-Macau, and Qingdao-Yinchuan expressways, forming the world's largest public fast charging network for electric vehicles, realizing the development of charging and battery swapping facilities from point to area, and from urban to intercity. It is projected that by 2020, my country will have built 12,000 centralized charging and battery swapping stations and 4.8 million distributed charging piles, thus meeting the charging needs of 5 million new energy vehicles.

Fourth, vigorously promote electricity substitution. The increasing proportion of electricity in final energy consumption is a significant global energy development trend. With major breakthroughs in new materials, energy storage, and battery technologies, in the future, except for a few sectors, most final energy consumption can be replaced by electricity.
